The old tower (60-m high) was constructed in 1964 to commemorate the centennial of the establishment of Goryokaku, and was later replaced by a new 107-m-high tower, which was inaugurated in April 2006. The observatory commands a view of Mt. Hakodate, the Tsugaru Strait, Yokotsu Mountain Range and Goryokaku.
